Method
Heat oil in Dutch oven. Working in batches, brown meat. Remove each batch as you go. When done, stir in garlic and return all meat to pot and cook for ten minutes.
Sprinkle with flour and stir 1 min longer. Add chili powder, water and salt. Cover and cook at a simmer for 45 minutes.
