Preheat oven to 375°F. If you need to use two racks in your oven, adjust to divide the oven into thirds for even baking.
Mix flour, granulated sugar, cocoa, baking soda, and salt in a large bowl and set aside.
Mix mayonnaise and vanilla together. Slowly add juice and mix until well blended. Add juice mixture to flour mixture and mix just until moistened. Stir in chips.
Spoon batter into paper-lined muffin pan, filling each cup 3/4 full. Bake in preheated oven for 15-18 minutes or until tester inserted in center comes out clean. Do not overbake. Sprinkle with powdered sugar when slightly cool.
